New Supervisor’s Course

Rationale:

Every law enforcement supervisor in Texas is required to complete a TCOLE-approved new supervisor’s course in accordance with the requirements set out in 1701.352 of the Occupations Code. This course must be completed no earlier than one year before being appointed as a supervisor and not later than one year after that appointment. This course meets the requirements of the Occupations Code and the TCOLE-designed course standards.

Overview:

This is a 32-hour course presented in four days. The course will provide instruction that is both philosophical and practical, with discussions, question-and-answer sessions, readings, video instruction, and case studies as presentation methods. The course is designed for all officers who have been or will be assigned to their first supervisory role within their agencies. The course contains information on the role and responsibilities of the law enforcement supervisor, with a heavy emphasis on leadership development.

Learning Objectives
Unit 1 Building the Blueprint: Foundational Leadership Principles
  • The student will be able to define effective leadership.
  • The student will be able to identify common leadership styles.
  • The student will be able to discuss the differences between leadership and management.
  • The student will be able to discuss the role of emotional intelligence in leadership.
  • The student will be able to identify the best practices of using an ethical framework when making decisions.
  • The student will be able to recognize the role and qualities of a mentor.
Unit 2 Bridging Gaps: Communication and Conflict Resolution for New Leaders
  • The student will be able to identify effective communication skills.
  • The student will be able to identify types of ineffective communication styles.
  • The student will be able to discuss consequences of ineffective communication.
  • The student will be able to describe the five (5) conflict resolution styles.
  • The student will be able to identify mediation strategies to facilitate conflict resolution.
Unit 3 From Insight to Action: Performance Tools for Strong Leadership
  • The student will be able to identify performance management tools.
  • The student will be able to identify effective strategies for conducting performance evaluations.
  • The student will be able to explain liabilities of ineffective performance evaluations.
  • The student will be able to demonstrate effective strategies for using feedback tools.
  • The student will be able to identify approaches for delivering a Performance Improvement Plan (PIP).
Unit 4 Leading the Way: Navigating as a New Supervisor
  • The student will be able to recognize applicable employment laws and statutes.
  • The student will be able to identify sections of the Penal Code with direct impact on supervisory duties.
  • The student will be able to demonstrate strategies to minimize workplace liability.
  • The student will be able to identify solutions to common challenges of transitioning from peer to supervisor.
  • The student will be able to explain the process of delegation.
  • The student will be able to identify the process of goal setting.
  • The student will be able to identify effective time management strategies.
  • The student will be able to identify effective workload management strategies.
  • The student will be able to recognize the signs associated with the five stages of burnout.
  • The student will be able to discuss the role of a leader in promoting employee wellness.
  • The student will be able to discuss the basics of public information requests.
  • The student will be able to demonstrate leadership skills to critical incident response.
